What are you trying to do exactly? Could you describe steps you do, what do you expect and what doesn't work?

changed the language, logged out of the app, re-launched

What language do you set? And what exactly is not working then?

Start menu items should be localized. Could you post a screenshot of what you mean?

I assume you mean that Open-Shell settings are not localized according to selected language. This is known issue #280.
