Feat: Auto CLose Dormant Issues and Issue Open Reminder after every 3 days #175

Describe the feature

Many issues are lying dormant . We can automatically close month old issues . For recent issues we can run a cron job to update the issue creator after every 3 days of inactivity that the issue is open and the works need to be done.
