TroopAttributes that require selecting a specific unit need to have the same structure as local_multiplayer's tile selection, the current structure breaks in a way such that you cannot click anything else with the mouse after performing a single target action that was created from a TroopAttribute.
Alternative approach could be altering the HLSM in local_multiplayer to accomodate this, I think I will go forward with this strategy.
