Add improve connections for e-cooking cost.

Check if a extra cost for the grid is possible (@babakkhavari)

Understand what needs to be improved in the current grid in order to sustain electrical cooking?

Read the Tiers of electricity dataset and account for added capacity to only tiers 0 to 2. Then use data on the cost of an extra kW of generation capacity for each country to estimate the infrastructure cost.
