Adding biomass forced draft ICS #258

The forced draft ICS comes in two options, one that connects to the electric supply to run the fan and another that includes a battery and a solar panel to charge it. To model this properly, we will need to differentiate between electrified regions (without solar panel) and unelectrified regions (with solar panel), adding the extra costs required for the solar panel.

This was implemented by adding an extra cost to the capital investment in unelectrified regions. A solar panel of 6W was assumed according to the specifications of the Mimi Moto stove and a cost of 1.25 USD per Watt.
