New technology for eCooking with mini-grids

For this, we will have to make a new class probably inheriting the Electricity class. It will add extra information on who can cook with mini-grids, based on a geospatial input layer (showing the population that can be supported with mini-grids). This class should also have specific information about the mini-grid as emissions and costs for upgrading the connections (however, we are not expanding capacity or access).

This issue depends on:

Something to note is that we should assume, for now, that no one is currently using mini-grids for cooking, as if we want to have that feature, it would require considerable changes to the baseline calibration.
