Initial conditions from modules are not applied #1463

The simulation "test" is created from a PK-Sim module and an Extension module FullStructure_. In addition, Expression profiles are selected

The IC BB has an entry for molecule GABRG2 in Organism|VenousBlood|Plasma with the value set to 1 µmol:

This value is not applied in the simulation:

Upd: the value is applied if the Expression Profile is removed. So obviously, values from the expression profile are applied after the IC BB.

The expected behavior (also see - https://github.com/Open-Systems-Pharmacology/OSMOSES/issues/60)

FIRST information from Expression Profile and Individual, THEN PV BB and IC BB

Currently, the behavior is inconsistent.
