Improve usability of description functionality in Parameter Identification & Sensitivity Analysis

When cloning a PI or an SA task, a window opens that prompts for a new task name. It also provides space for entering a description text, which appears to be quite a useful feature.

However, the description functionality will be of much better use if

• it could be displayed and edited later on (e.g., in the context menu, as available for Simulations)
• a name and comment prompt would also be shown when creating a new PI task (this might make creating a new PI task more tedious, however - to be discussed with other users).

The same issue exists in MoBi.
