geojson: Start with JSONToGeoJSONConverter #11

@lgs85 can you review this PR? Ignore the code.

You'll see 3 input JSON files, and for each one an output GeoJSON Links and Nodes file. Just confirm that each output GeoJSON file looks correct for that input.

If you are happy with that, comment and pass on to @Lathrisk for code review please.
