schema: Update to 0.3.0 #75

@duncandewhurst Can you quickly check the changes to the schema are what you are expecting?

@odscjames how can I generate a diff between the dereferenced package schema in this PR and the schema files in the standard repository?

@duncandewhurst I think you'd have to make dereferenced versions of the schema files then compare the one you made to the one in this PR. I was more hoping you could quickly eyeball this and check it makes sense. Looking at https://open-fibre-data-standard.readthedocs.io/en/0.3-dev/history/changelog.html and the diff it makes sense to me - I see changed descriptions, changes to publisher object, the $ signs, some external code list changes and the id's have changed. I just wanted to check I hadn't accidentally grabbed the wrong version or something.
