Merge 0.2-dev into 0.2 #243

Description

This PR updates the 0.2 live branch for the 0.2.0 release. It should not be merged before https://github.com/Open-Telecoms-Data/open-fibre-data-standard/pull/242.

Once merged, need to follow the steps in https://github.com/Open-Telecoms-Data/standard-development-handbook/blob/release-process/docs/technical/deploy.md#create-a-tagged-release
