Add click and drag reducer to `events.py` #789

Feature request

We would like to implement an ActionEvent reducer function in https://github.com/OpenAdaptAI/OpenAdapt/blob/main/openadapt/events.py#L829 that merges the following sequence into a keyframe:

press mouse button
mouse move
release mouse button
