See for example:

in the IL postcode sector: there's an address whose PAO is 07535056159 07972876002
in the NW sector, there's an address whose PAO is 966834552)

Can we do anything about this? E.g. checking that - when numeric - PAOs and SAOs mustn't start by zero? What do you think @murraydata?

Now described as a Sorting Office issue here.
