7 years ago I think I understand your request. Looking at this I think a different approach can be used that would be far more flexible.
How about this : Adding an option to the print/save dialog that exists of a text field in which forms to be printed can be entered. For every form a single letter is used, with _ indicating an empty page. For your situation the text would be: BCBCA_BCBCA_BCBC... with double sided printing set in your computer's print dialog.
Regarding electronic signing, I'm not sure what you have in mind. You could just send the package as PDF by email and ask for reply confirming correctness.
If possible, please create a feature to print out a "contest package", that would have page dividers for chief judge, judges 1-5, boundary judges, and a set for the scorer.

I know that the signatures are an issue, If we can sign electronically, that would be awesome, then I could open this up, and I would be able to print a contest package. Everything would be in the correct order for the registrar, and I would know that I have not missed anything, or killed to many trees….
B and C forms would be set to print front and back as to save paper.
I normally get mine signed, then create a PDF that has everything in this order (above) with dividers that have Chief Judge Judge 1 etc….as listed above, then copy and paste in al the cards as they are listed above. I know I got everything, registrar work load greatly reduced = contest starts to work better.
