IAC Glider Rules #239

Added comprehensive rules for checking IAC Glider Free programs, and rudimentary rules for Known and Unknown programs.

Hi,

Thank you! This will be implemented in the next version. Have made some additions to show a warning when the rules are incomplete (seqcheck-incomplete). Updated rules attached as txt file.
