Update rules23.js #263

German Translations added. No additional German translations required.

Hi Ringo, I’m not completely sure, if you receive automatic notifications, once I upload or update files, but I have done so recently:There wereminor corrections to de.js, changes to rules23.js, rules23-civa.js and rules23-civaglider.js.I have added aresti_system_de.htmlI have added language_de.html as a complete, hopefully better structured rewrite in German Apparently I was now able to add and update directly to the main branch, which is easier than I initially thought. Another thing, which I’m not sure about is better to be explained with below screenshot:  Does the merged change from the blue line make the before merged changes from the green, violett and yellow line obsolete? Would it then be better to make generally small corrections or added files directly to the main branch? So I’m not too sure, whether my changes to rules23.js (yellow) and rules23-civa.js (violett) from 2 weeks ago have become effective. How shall we go on with the German Translation for the Manual or is the markdown-file, I’ve sent you usable? Shall I provide you an html  instead?
