Finalize spin rotation exclusion from downline rotation limits, clean up comments.

Obviously the only change that needs to be made is to incorporate the 2-2 23 version of the imac rules. I think I erroneously created the other three commits trying to sync my fork. Once this makes it into the stable version, I intend to delete my fork and will recreate it anew if I need to make updates in the future. I'm hoping for this to be ready for the stable version by Monday, Feb 6.

Hi. I made a range of changes recently that would be undone by this commit. Please sync your fork first.

I thought I had, but not sure how I get rid of those other commits. Will fix it this morning or just send the rules file to you and delete my fork.
