Correct the allowed snap roll in sportsman known from 45 upline to 45 downline

The file was merged, and the correct rules file is showing on Github, but when opening the program or using the website, that rule correction is not being implemented. The program is allowing the 45 degree upline snap in Sportsman known. The change disallowed the upline snap, but permitted the 45 upright downline snap.
