Advocacy Strategy We know that for accountability purposes, bilateral aid agencies need to be accountable to parliaments and tax payers indirectly. These agencies need to know show both impact and how the funds where used. No matter how poorly designed, the OECD DAC countries have some form of performance indicators (inputs, outputs, targets and outcomes). The advocacy strategy should focus on ensuring that the logical framework of projects be posted online.
Tools Just because the description and results IATI field may be blank, it doesn't mean it's not publicly available. This information may be available on individual bilateral agencies open data portals with links to project documents like Sweden's www.openaid.se. An API could be develop to extract this information depending on these project documents or other donor sources of results information.

Problem: Results data (project, execution, evaluation) isn't publicly available. Problem statement: How can we make results information available and usable? What's wrong? Don't want to show failures, internal disconnects, organizations protective of strategies
Project cycle: Projected outputs, outcome, impacts --> Realized outputs, outcomes --> Evaluation of outputs, outcomes, and impact
Solutions: 1) Publicly available data 2) Organization-specific templates 3) Demonstrating benefits to change culture of reporting
