Minor boss changes

Killer Tomato boss will no longer spawn outside of bases. Ogre Tank boss (tier 3) can now spawn outside of bases again. Alchemist boss:

• now a tier 4 boss (stats like other tier 4 bosses except attack damage which is unchanged)
• Acid Spray dps increased from 300 to 350.
• Cannonshot damage increased from 1875 to 2000.
• Chemical Rage hp regen increased from 100 to 150.
