About your ideas: Pain atonement) Idk if this is how it should work , but having items with a "beserker/huskar" type effect seems really intriguing :3
Reactive armor) I don't think this'll work well with [...AA...] (or Dota overall) , especially if these are permanent effects/affects (aka , these changes need to remain for only a set amount of time) if this is going to be a hero ability or an item effect. But as a boss mechanic this seems nice.
Rage blade) Does this work with creeps too? Cause this could be abused pretty harshly...if only this doesn't work as "the more stacks - the quicker they dissolve". I like this
Tracker) could be a consumable
Blinding light) I don't think you can "make the screen white" (gotta ask the coding team) .
Stunning yourself and an enemy seems interesting as a support's ability (sadly we're not getting new heroes any time soon (I know that you know that ;) )) , but maybe use this as a strange boss mechanic?
Dispersing mana , healing your teammates per spell seem reasonably interesting.
I don't think that someone would buy a lifesteal item that does that , since Vladimirs works even better.
OK , so I asked the coding team about the "flashbang" effect from "Blinding light" and got a positive answer. I'll note it down , since it could turn out interesting...
I would like to clarify the Reactive Armor mechanic, based on the original from EVE:
I think it would fit best as a toggle ability granted by an item, just because i can't imagine a viable way to telegraph it to the players; the numbers are arbitrary.
While turned on
You will have two buffs, one that modifies your armor, and one that modifies your magic resist. Each buff should be permanent while the item is toggled on, and should gradually expire - preferably by stacks - over a few seconds when turned off.
The buffs/debuffs should stack indefinitely.
I think this could be a viable PvE item for some Boss encounters, and it would create an interesting tactic in PvP too: imagine that you are Lion or Lina, and you spot this item on an enemy. You know you can one-shoot him, if the carry shoots him a bunch of times 😄 so you press the push-to-talk button ...
