This is not a finished concept i dont have any set values for anything because i dont have any idea how to balance shit. But im gonna try to give a rough idea on what i should be.
This Heroes attack works like a tether(Beam) that deals damage in ticks.
He doesnt have an Ultimate abillity but instead has 4 basic abillities. (Kinda inspired by Udyr from league)
Im not sure if he should be able to fully max all of them or only 3, suggestions?
He basically works by enhancing the Beam.
How the abillities work
All of the abillities have a constant effect that is active until a new one is activated and an additional effect that is based stacks consumed that are produced by other abillities.
The values for these effects scale with the rank of the abillity that produced the stacks that are consumed.
The abillities are supposed to have the same manacost and cooldown.
Cooldown should be around 6 seconds. And a 1 second global cooldown.
As indicated by the abillity names the color of the beam changes depending on which abillity is used.
Abillities
Normal name is more of a description.
Name in ( ) is potential name.
Red beam(Deconstruction Beam):
Gain Red stacks that increase dmg (capped)
Consumes stacks generated by other abillities
Green: gain lifesteal/spelllifesteal based on Green stacks consumed 6 Sec
Blue: gain movementspeed based on Blue stacks consumed 6 Sec
Purple: ??
Green beam(Rejuvenation Beam):
can only target allies for healing
Gain Green stacks increasing healing output (capped)
Consumes stacks generated by other abillities
Red: burst heal on the target
Blue: grants ms to allies based on Blue stacks consumed 6 Sec
Purple: aoe heal around the target 4 Sec
Blue beam(Icy Beam):
Gain Blue stacks increasing slow (capped)
Consumes stacks generated by other abillities
Red: higher initial slow
Green: gain ms based on Green stacks consumed 6 Sec
Purple: aoe slow 4-6 Sec
Purple beam(Arcane beam):
Aoe around the target (starts out relatively small)
Gain Purple stacks increasing the aoe (capped)
Consumes stacks generated by other abillities
Red: aoe burst
Green: steal health from all enemies in the area
Blue: places an area under the target that increases movementspeed of allies for 6 Sec

Im just gonna throw some Ideas in here that i have for sone fancy talents.
Your abillities will also produce stacks of the abillity that was used previously
double the limit of all stacks, you gain 2 stacks each time
