Migrate `getRelatedReferences` to new signatures #45

Provides a cleaned up version of feature/relatedReferencesRefactor, this should only be merged after https://github.com/OpenAssetIO/OpenAssetIO/pull/951.

@elliotcmorris @feltech I've updated the last commit, as we can't drop the manual OpenAssetIO build until a13 is released. What do you think?
