I am not sure this really belongs in here but it's going to become a dep for both SunPy as Astropy's doc builds...

Note that it is possible to specify pip requirements too in the RTD requirements file so maybe we don't need to build a conda package?

I also thought it might be useful for developers to be able to install the package through conda rather than pip. I know I would rather keep everything through the same package manager.
