Add upstream sync workflow #229

There are a couple of things (#136 and https://github.com/sunpy/streamtracer/pull/167#discussion_r1760076263) which work around weird GitHub limitations by forking these workflows into your own org. Adding this workflow means that these forks will automatically be kept upto date.
