clean up api into its own folder #32

The files for the api container are in the services folder which also includes the enricher, assembler and test pcaps. I've moved the api related files into its own folder within services. Before this commit the code from go-importer and the test_pcaps were put into the api container unnecessarily.

Thanks! I merged some older open PR's (#28, #29 ) first, so these have some minor conflicts now. I'll merge both this one and #31 if you update them.
