[BugFix] Bump `linearmodels` and `arch` Version #6600

  1. Why?:

    • This version requires compiling to install, the current version does not and installs on a machine without X-Code and compilers.

  2. What?:

    • Use version 6.
    • Update toml and lock files.

  3. Impact:

    • Easier installation, allegedly.

  4. Testing Done:

    • Ran the test suite for the Econometrics library.

Installed everything on a machine without X-Code, only Miniconda.
