Project setup for policy evaluation module

Issue Link: #29

Initialize project structure + dependencies + README by:

• Added docs, src, tests/unit, tests/integration folders
• Dependencies:
  • poetry
  • coverage
  • mypy
  • pytest
  • ruff (linter)
• Above dependencies have new their configs set in pyproject.toml

Additional Notes

• Python version: ^3.8
• poetry is selected for package management tool as it makes sure developers use the same set of dependencies with matching versions
• mypy configs follow https://mypy.readthedocs.io/en/stable/existing_code.html
• All configs are set to test in specific folders (src/ or tests/ or both)
