No usage string outputted for most tools #30

The BEL Framework tools output a usage string if run without any options or arguments. This is a BEL Framework convention.

Good citizens of this convention are belc and tools/CacheManager, however the BelCheck, DocumentConverter, KamComparator, and KamManager tools do not output a usage string.
