Add Header information to the resource files. #10

All of the .belns, .beleq, and .belanno files will need the header information added to them before they can be published. See a current namespace file as an example. If possible, this should be done automatically as part of the script.

need plan for naming versions of .belns and .beleq files

will also need to gather file dates and versions for source data sets. (note that source data sets for .beleq files may be different than for the matching .belns file, since it should be the source of the equivalence information and not the values)

need to get versions for Affymetrix data (i.e., na33) and fix source file dates for .beleq files
