Mod JSON doesn't use SPDX identifier #43

Just a quick change from "GPLV3" to "GPL-3.0-or-later"

Presumably this interacts with some sort of parser. I honestly doubt it matters, but I'd like to change it as part of the release.

Decided to go with "only" rather than "later," since as long as I'm the only contributor, I can always extend the license later.
