Home page of Transparency App should have list of accounts #3

When an anonymous or logged in user goes to the / of the transparency app e.g. demo.openbankproject.com the user should see a list of accounts.

Maybe there should be two lists 1) A list of all public accounts 2) A list of accounts the user has authorised role.

Then clicking on the link goes to the public or "first" view of that page.

I took the liberty of having accounts in the authorised redirect to an authorised view with a priority of owner > board > authorities > team > our network. The list of authorised accounts is only available to logged in users.
