Implement v3.1.x of Event Notification API

Story

As an OB sandbox user I want the API to support the latest versions of the OBIE spec so that I can develop and test against each version

Acceptance criteria

• v3.0 of the Event Notification API aspect of the OB Read/Write is supported.
• v3.1 of the Event Notification API aspect of the OB Read/Write is supported.
• v3.1.1 of the Event Notification API aspect of the OB Read/Write is supported.
• v3.1.2 of the Event Notification API aspect of the OB Read/Write is supported.
• v3.1.3 of the Event Notification API aspect of the OB Read/Write is supported.
• v3.1.4 of the Event Notification API aspect of the OB Read/Write is supported.
• v3.1.5 of the Event Notification API aspect of the OB Read/Write is supported.
• v3.1.6 of the Event Notification API aspect of the OB Read/Write is supported.
