Implement v3.1.3 of the Accounts API

Story

As an OB sandbox user I want the API to support v3.1.3 of the OBIE spect so that I can develop and test against this version

Acceptance criteria

• v3.1.3 of the Accounts aspect of the OB Read/Write is supported.

Tasks

List of tasks required to implement this story:

• [x] Analyse functional changes in spec and present list of issues to implement
• [x] Make changes to openbanking-ref-impl (application.yml)
• [x] Evaluate changes to openbanking-aspsp and make list of tasks:
  • application.yml in as-gateway-sample
  • controller classes and their interfaces
  • converter classes (to be added to uk-datamodel)
• [x] Update config files (e.g. RS discovery URIs , active/inactive API versions)
• [x] Update functional tests - add tests for new fields
• [x] Check discovery endpoint

Release Notes

• Affected API/UI: RS-API
• Description: The AISP endpoints now support v3.1.3.

This is now complete. The postman tests will be updated to point to v3.1.4, rather than v3.1.3.
