v3.1.6 - Transform existing data within customer's environments

Story

As a customer of ForgeRock I want to ensure my existing data is available when v3.1.6 of the API is deployed so that I do not have to re-populate everything

Acceptance criteria

• After deploying v3.1.6 of the OB API, existing data can be migrated to the relevant new document classes.
• It is possible to store and retrieve all Read/Write API data, including accounts, payments and events.
