This increases the response header timeout to 1m #99

This is in response to https://github.com/OpenBazaar/openbazaar-go/issues/1703.

Please note in reference to #1703 this only addresses the timeout for hitting blockbook endpoint, not the tickers which were also experiencing this in my observations.
