Downloaded csv doesn't show hebrew #492

tried to download the csv of this page: https://next.obudget.org/i/budget/0079550101/2019 and got gibberish. image

CSVs are encoded using the UTF-8 character encoding. Old versions of Excel don't support this standard, but you can open the CSVs in Google Spreadsheet / Libreoffice / Numbers / Newer Excel and convert it to a compatible 'xls' file,.
