Changes to HP design / functionality #239

The new homepage will be home for both the budget views, the spending views and the finance views. Let's start by implementing the changes to the ways the budget views work.

Looks amazing! I think the second option is indeed easier - to have only one drop down menu. The down side might be that there seems to be too many options, its hard for me even to understand all the options - maybe a small icon or visualization could help categorize the sub options? for example - מה ההבדל בין תכנון לביצוע appears in every year - maybe we can show in a visual way that it is the same option appearing in different years?

A classic trade off between flexibility and simplicity, how about we implement both and A/B test?

Even though it's absolutely amazing, I have another suggestion, because I feel like the dropdowns in both designs are too עמוסים.

Maybe something like:

== כיצד השתנה תקציב 2015 == מתחילת השנה? ביחס לתקציב 2014? ביחס להצעת לפיד?

== כיצד השתנה תקציב 2014 == במהלך השנה? ביחס לתקציב 2013? ביחס לתקציב 2012?

== השוואות נוספות == כיצד השתנה תקציב 2013 במהלך השנה? כיצד השתנה תקציב 2012 במהלך השנה? ...

(the ... is a clickable widget, click will open more options)
