PROBLEM

Sometimes an orchestrator may want to execute some action on more than one actuator, but if any of the actuators cannot perform the task, then none of them should.

POTENTIAL SOLUTION

Setup a stage/commit mechanism in the OpenC2 language.

As discussed at the Forum Meeting on 1/19/2017, we won't be including this in the current version of the language. It is likely more involved than simply adding a modifier. This issued will be closed. If in the future, it is decided that this capability should be developed, it can be reopened.
