Spikes are being caused during block/step type reservoir releases, particularly under lower flow conditions. A portion of these spikes can be controlled if the downstream hydrograph can be generated with controlled celerity/dispersion using Muskingum routing and supplied to j349. When the downstream hydrograph was supplied, the j349 would not run its routing subroutines but would adjust that downstream hydrograph given the flow into and out of bank storage.
