Update USGS j349 fortran code to work in 64bit gfortran

Updated j349 code to work with 64bit gfortran; compile errors were resolved but warnings (for fortran 2018) were not addressed - tag is j349_2a_kt64bit. Dimensioning was also increased from 1600/3200 to 9000/18000 to enable calendar year time step of 9000 hours which is 365 or 366 days plus 9 days spinup - tag is j349_2b_ktbig.
