Still need to add a readme file and store input files currently required by StateTL matlab code

Added readme file and input files to git. Due to file size and security reasons, a number of additional required files were not included in git but were instead included in a folder on the COW shared drive (Discovery > 4. Model Engine > StateTLfiles_notingit). These files will need to be downloaded from the shared drive and added to the matlab folder prior to running StateTL.

Forgot gitignore file

Added .gitignore. Currently, due to the large number of files that can potentially be produced by the code, and due to number of required files that are provided separately through the COW shared drive and currently aren't intended to be included within the version control, the gitignore file was structured so that all files to keep must be explicitly listed in the file.
