Need to update StateCU GUI for new StateCU executable conventions #33

As of StateCU 14.0.0, the executable has a verbose name and is distributed with statecu.cmd script to facilitate running. The StateCU GUI and dataset packaging need to be updated to be consistent. For example, see the following developer documentation.
