Remove doc since now in separate repository #36

The doc folder has been moved to repository cdss-app-statedmi-doc to streamline the code repository and isolate legacy documentation since are moving to Markdown.

The doc folder has been removed and cdss-app-statedmi-doc is now handled as a separate repository. Close the issue.
