The build-util/common-installer.xmlgenlicense target is creating a file system/cdss-app-statedmi-main.cfg from the genlicense macro. This logic needs to be updated because GPL 3 is now being used and old disclaimer for the installer needs to be removed. Need to coordinate this change with TSTool. The final license in Help / About is correct.
