Add commands to create/check parcels from irrigated lands table #84

There is a need to be able to check the irrigated lands GIS data because it appears that HydroBase does not have all data that are expected. This will support troubleshooting data and software issues.

I added ReadParcelsFromIrrigatedLands and updated CheckIrrigatedLands commands. I fixed a few bugs processing crop pattern time series, the largest being that empty WDID or receipt was impacting when water supplies were being added to parcels. Close the issue.
