Update CDS processing commands #85

The CDS processing commands need to be updated to resolve processing issues, including improved parcel data checks.

Updates have been implemented to improve validation. A bug was fixed where years with crop pattern time series were not being used to zero data if no irrigated acreage values, similar to previous behavior. Close the issue.
