Troubleshoot CDS and IPY testing #90

I've been adding additional automated tests to check CDS and IPY output. One issue was the ditch factor (1/number of ditches) is being applied to D&W groundwater area. This impacts the parcel report but not results, because in that case the surface water acreage is used. For the Arkansas bad data in 2003 is causing that year to be filled with zeros when it should not.

I made the necessary changes to better handle HydroBase issues, including using the dataset parcel years by division to fill zero years, rather than HydroBase parcel years. This might impact a few very small tests that don't include a large enough parcel dataset, but I'll document. Close the issue.
