Read SW-supply relationships for GW-only model nodes #93

There are cases where GW-only nodes have parcels with SW-supply. However, the SW ditches are not included in the dataset and therefore the SW-supply is not detected via D&W processing. It is necessary to read ditches associated with GW-only parcels to make sure this situation does to slip through.
