Enhance HydroBase datastore documentation for stored procedures #51

Need to update the HydroBase datastore documentation to explain stored procedures, to describe the purpose of the procedure and the parameters. In particular, the usp_Flex procedure could benefit from documentation since it might be used for troubleshooting. The parameters are the view number, where clauses, and sort order, using -999 for missing.

I added a section to the documentation. However, I'm waiting on a response from Doug Stenzel as to whether the usp_Flex view numbers and order numbers can be published using a view or stored procedure.
